Can management enter your apartment if you don’t read the notice?

I live in an apartment building. While on vacation management entered the apartment to change windows. They had given notice by slipping a note under the door. As I was on vacation, the note was not recieved. The company that changed the windows was an outside company contracted by the management team. As a tenant, was this legal to enter my apartment? Does it change if I called them previously and noted that I did not want anyone entering my apartment?

Yes. They just have to provide notice, they don’t have to follow up to confirm that you saw it. You cannot tell them that you do not want anyone your apartment, as your permission to enter isn’t required, just advanced notice as required by your state’s law.

Yes, their entry was legal. It is not a requirement that you read the notice. The requirement is that the notice is duly delivered. It was delivered, and your absence is no excuse for not reading it. Understand that, if you were gone for a month, you seem to think that they cannot enter until you return and read the notice. That’s not the way notices of entry work.
