No agency is going to get involved in this situation, since the roads at issue are privately owned by the mobile home park. This is an issue between ownership and tenants. Your 'public roads' have the same status as does a driveway on a rented house.

If you feel strongly enough about this, you will have to bring legal action on your own, through an attorney of your own. And DO remember that 'lot rents' are not fixed in stone. If you legally force repairs, you may well end up paying for the repairs through increased lot rents.
References :
I can not think of any agency that would get involved without this going to court. You are basically saying that you think the company is in breech of contract, and they likely are. However, you need a judge to agree with you, no one else can legally determine if there is a breech or not.
